Attracting Businesses and Talents
Hong Kong is one of the most competitive economies in the world. It also serves as an important gateway connecting the Mainland with global markets. To enhance our competitiveness, the Government of the Hong Kong Special Administrative Region (HKSAR) has put in place new institutional setups and implemented an array of new initiatives targeted at attracting enterprises, investment and talents. These included, amongst others:
(i) establishing the Office for Attracting Strategic Enterprises (OASES) for attracting strategic enterprises from the Mainland and overseas by offering them special facilitation measures and one‑stop services; and
(ii) establishing the Talents Service Unit for formulating strategies to recruit talents from the Mainland and overseas and co‑ordinating relevant work, as well as providing one‑stop support for incoming talents.
A Dedicated Team for Attracting Businesses and Talents has been set up since December 2022 under the Hong Kong Economic and Trade Offices (Tokyo) of the HKSAR Government to proactively reach out to target enterprises and talents in Japan and Korea and encourage them to pursue expansion and growth in Hong Kong with a view to injecting impetus to the economic development of Hong Kong. The Dedicated Team also liaises with the world’s top 100 universities in Japan and Korea and promotes related talent admission schemes so as to enrich Hong Kong’s talent pool.

Attract Strategic Enterprises
OASES is tasked with attracting high‑potential and representative strategic enterprises from around the globe, particularly those from industries of strategic importance, such as life and health technology, artificial intelligence and data science, financial technology, and advanced manufacturing and new energy technology. OASES will be offering special facilitation measures and one-stop services to these strategic enterprises. In addition, an Advisory Committee on Attracting Strategic Enterprises, comprising representatives from relevant business sectors and social leaders, will be set up to advise on the overall strategy.

Trawl for Talents
The Government has also announced the establishment of the Talents Service Unit (TSU) for providing one-stop service for formulating strategies to recruit talents from the Mainland and overseas, and co-ordinating relevant work. TSU would co-ordinate with the Immigration Department (ImmD) to process applications received under the talent admission schemes and provides support services for talents coming to Hong Kong. Moreover, electronic services for all visa applications has been launched and implemented by ImmD. Applications for the related talent admission schemes can be submitted and processed using the electronic platform.
